The recall undermines China's efforts to restore confidence in its dairy industry after melamine-tainted formula killed at least six babies and sickened about 300,000 children in 2008, according to government figures. Tiantian's closure exposes a weakness in China's law enforcement practices said John Eldred, managing partner of law firm Keller and Heckman LLP in Shanghai. Any milk powder suspected to have contained melamine "should have been recalled and set aside and dumped," Eldred said. The incident also suggests companies are still failing to test products, he said. Melamine is a chemical used in the production of plastics that can also be used to make the protein levels of watered-down milk appear higher. Ningxia Tiantian, based in the northwestern province of Ningxia, was a small company and couldn't afford wholesale colthing to buy a machine needed to test for melamine, the catalog printing English-language China Daily reported, citing Zhao Shuming, Secretary-General of the Ningxia Dairy Industry Association. Dairy companies in the province, which depend on selling their products to other regions, are in "panic" about how the recall will affect their businesses, the newspaper cited Zhao as saying. Tiantian's offices in Ningxia weren't listed and calls to its branch in the southern Chinese city of Guangzhou Monday weren't immediately answered. Since 2009, tainted milk powder has been found in food from popsicles to condensed milk, the official Xinhua News Agency reported Jan. 31, citing a meeting of a national task force on food safety. The Ministry of Health said this month it's dispatched eight food safety inspection teams to 16 provinces.
