David Morgan, 43, was warned that he may never be freed when he was jailed following his rampage through Rackhams' store in Birmingham in 1994. But Morgan, dubbed the "Rackhams Slasher" after turning its cosmetics and handbag departments into a bloodbath using kitchen and boning knives, has recently been released for several hours without supervision from a hospital in Stafford. It is understood that Morgan, from Aston, Birmingham, is being treated at a semi-secure unit at St George's Hospital, Stafford. South Staffordshire Healthcare NHS Foundation Trust, which runs the unit, said its decision to release Morgan had been endorsed by the Home Office. The Sun reported that Morgan had spent up to four hours a day wandering among unsuspecting female shoppers in Stafford town centre. Wearing a T-shirt showing three scantily-clad women, Morgan was observed strolling through an Asda supermarket, browsing in TK Maxx and drinking lager in a bar. In a Brass Bangle statement, a spokes-man for the health trust said it was "very aware" of the safety of its patients, staff and the wider community. He added: "However, we also have a duty to help our patients recover and resume as normal a life as their illness will allow." Morgan was jailed in February 1996 for the 10-minute terror spree at Rackhams, which was motivated by a grudge against women. Morgan admitted nine charges of unlawful wounding and one of assault. He also pleaded guilty to slashing embroidered patches the throat of a psychiatric nurse with a razor blade while on remand at Ashworth high-security mental hospital on Merseyside.
